چکیده

هدف پژوهش، ارائه مدل اثربخش اجرای خط‌مشی‌های عمومی با رویکرد مسئولیت اجتماعی در راستای نقشه اصلاح نظام اداری در معاونت نظارت بانک مرکزی است. این پژوهش به روش آمیخته انجام شد. در بخش کیفی با مراجعه به اسناد بالادستی، بررسی نقشه راه نظام اداری، اصول اساسی کمیته بازل و لوایح بانک مرکزی، ادبیات مرتبط گردآوری شد، سپس با 23 نفر از کارشناسان این حوزه در رابطه با مفاهیم به‌دست‌آمده مصاحبه شد و با تلفیق مفاهیم به‌دست‌آمده با روش تحلیل مضمون و به کمک گروه کانونی مضامین شناسایی شد و برای دستیابی به توافق پیرامون مفاهیم از روش دلفی استفاده ‌شد. در بخش کیفی 126 کد اولیه، 27 مضمون پایه، 8 مضمون سازمان دهنده احصاء شد. جامعه آماری در بخش کمی شامل مدیران و کارشناسان زیرمجموعه معاونت نظارت بانک مرکزی بودند که تعداد آن‌ها 240 نفر برآورد شده است. حجم نمونه در بخش کمی با توجه به جدول کوهن 157 نفر می‌باشد. سازه‌های مدل با کمک نرم افزا SPSS و Smart PLS3 از طریق مدل یابی معادلات ساختاری(SEM) بررسی و مدل ارائه‌شده طبق تجزیه‌وتحلیل‌های به‌عمل‌آمده تأیید شد. نتایج نشان می‌دهد؛ ابزارهای مقابله با ریسک، بسترسازی عمومی، توسعه کارکنان، حفظ سلامت شبکه بانکی، ذینفعان، سیاست‌های اجرا، فرهنگ و ساختار سازمانی و نظام تشویق و تنبیه از عوامل مؤثر مدل اجرای خط‌مشی‌های عمومی با رویکرد مسئولیت اجتماعی در راستای نقشه راه اصلاح نظام اداری در مجموعه معاونت نظارت بانک مرکزی هستند

The aim of the research is to present an effective model of implementing public policies with a social responsibility approach in line with the plan to reform the administrative system in the central bank's deputy supervision. This research was done in a mixed method. In the qualitative part, by referring to the upstream documents, examining the road map of the administrative system, the basic principles of the Basel Committee and the central bank bills, related literature was collected, then 23 experts in this field were interviewed in relation to the obtained concepts and by combining the obtained concepts with The theme analysis method was identified with the help of the focus group, and the Delphi method was used to reach agreement on the concepts. In the qualitative section, 126 primary codes, 27 basic themes, and 8 organizing themes were counted. In the quantitative part, the statistical population included the managers and experts of the central bank's deputy supervision department, whose number is estimated to be 240 people. According to Cohen's table, the sample size in the quantitative section is 157 people.
