The purpose of this paper is recognizing the viewpoint of the Foreign Exchange Reserve Account (FRA) experts from the performance of this account during the Third Development Plan (2000-2004 Years). The results due to the questionnaire distribution for 41 state experts on FRA in 2007 by using one – Sample T test demonstrated that from the viewpoint of the experts, FRA was not effective on prevention the financial shock influences. Moreover approvals of FRA have not helped the private sector investment growth in production affairs. From the viewpoint of the experts, FRA approvals had not more role on the realization of the Third Development Plan Policies and regulations.

Based on exploratory studies the aim of designers of Islamization is achieving to a model in which university, professors, students, and sciences has been some characteristics: independence from the West, commitment to the people of Iran, religious, committed to Islamic Republic of Iran, innovative and etc. To achieve this model in the last thirty years, several administration plans have been done. In this paper, those plans have been evaluated based on academics opinion. In this paper Academics including students and faculty members in Iran that is 1092 students and 592 professors. Evaluation of academic actors from these plans is not suitable and the rate of success of most of these programs is moderate or less. Academic actors believe 30 plans for the Islamization is not useful, only 4 program has been evaluated positively and about 39 programs has been evaluated indifferent. Thus, the academic actors believe Islamization of Universities has not proper position

Explain the relationship between energy consumption and economic growth can play a significant role in setting and adjustment of policies on energy sector. Given the close relationship between Energy consumption and economic growth in Iran, determination of quality of the relationship between these two variables helps effectively to explain of policies of the energy sector. In this study, the data on GDP and energy consumption for Iran Twenty-year outlook selected countries during the years 1990-2009 were used. Panel data were used in this model. The results of this study show that there are significant and positive relationship between economic growth and energy consumption in Iran Twenty-year outlook selected countries.

Tourism is recognized as one of the pillars of sustainable development in views of many economists. Tourists can play an important role to identify opportunities and constraints of a country and it can play a role in the development of economic relations, regional and national development and diversification of the national economy and regional. We analyze the relationship between economic growth and tourism development in the MENA region with causality model and estimates the relationship with the fixed effects method for the period 1999 to 2009. Based on the results, the tourism and economic growth in MENA countries, there has a two-way causality. And if economic growth in MENA countries have one percentage increase, tourism in the MENA countries 21/0% will increase. On the other hand, if arrival tourist to MENA countries has one percentage increase, then GDP for MENA countries -as an indicator for economic growth- have 14/0% increase.

The aim of this study is investigate the effect of trade liberalization on rural poverty by using of analysis of time series, and system of simultaneous equations during 1359 to 1388. that aproach of regression seemingly unrelated to estimate the four equations as has been used simultaneously. According to the results, the coefficient of income distribution variable has significant and negative effect on ratio of poorer than the general population. trade index Variable has positive and significant effect of, 95 percent level of significance in the GDP variable per capital inflation Variable has significant and negative impact on the level of significance 90 percent of GDP. ratio of agricultural produce Variable to GDP has significant and negative effects in 95 percent. so income distribution variable, and GDP share of agricultural produce has significant and positive effect on trade index.

Expediency and it's criteria for the diagnosis of public interests after the islamic revolution was considered by many experts. There is a long history of jurisprudence in sunni and it’s novelty in shiite jurisprudence and in iranian law, which led many interdisciplinary studies. Many criteria have been proposed for Expediency. In this paper, firstly , the authors address with historical introduction in the necessity of provide the criteria of expediency ,the expression and criticism on the famous twelve criteria and have tried to review all these criteria. Then , by revision of the dispute and clarify the meaning of public interests and limitation it to cases of contention, have tried with a new look to Expediency to propose a process not regulation the criteria to experts believe that expediency are correct.
